Reclassification & Monitoring

Reclassification refers to exiting an EL student from the Westborough Public School district’s English Language Education program, which results in the student’s reclassification from EL status to Former English Learner (FEL) status.

Reclassification will be determined based on a student’s English language proficiency and academic performance.  Students can exit the program based on assessment data with the student’s ESL teacher, SEI teacher(s),the ELE Director, Special Educators (if applicable), and other professionals who regularly interact with the student.

Students designated as EL students in Kindergarten will continue to be designated as EL students until they complete grade 1 (at a minimum), to gather enough literacy skills data to support a reclassification decision. However, some cases exist where students may exit at the end of Kindergarten.  The following criteria must be considered before deciding to reclassify an EL student from our English Language Education program:

Primary Criteria for Exiting Students:

ACCESS for ELLs 2.0 

an overall proficiency score of at least 4.2 on ACCESS for ELLs assessment and a composite literacy score of at least 3.9.

Students with an overall score of 4.2 or higher and a composite literacy score of 3.9 or higher on ACCESS may have acquired enough English language skills to be reclassified. Students meeting this criteria may be reclassified as FEL if they can demonstrate the ability to perform ordinary class work in English as indicated by one or more of the measures listed on Other Relevant Data (described below) as EL students.

Other Relevant Data for Reclassification of English learners - In addition to ACCESS for ELLs 2.0 results, evidence of the student’s performance must be gathered, considered, and evaluated:

  • Scores on locally administered reading and other academic assessments, such as DIBELS, DRA, and/or other District Determined Measures

  • Scores on locally administered diagnostic language assessments

  • Academic grades

  • Written observations and recommendations as documented by the student's SEI teachers

  • Performance on MCAS content area tests.

  • Written observations and recommendations based upon the criteria defined in the WIDA Can-Do descriptors

The student must be monitored for four years to ensure that the instructional program meets his/her needs. The ELE and SEI teachers will collaboratively monitor the student’s progress regularly during report card progress time at each grade level.
